Solution

A person walks $8$ km north. 
 Position: $(0,\,8)$ 
 He turns right (east) and walks $4$ km. 
 Position: $(4,\,8)$ 
 He turns right again (south) and walks $6$ km. 
 Position: $(4,\,2)$ 
 He turns left (east) and walks $3$ km. 
 Final position: $(7,\,2)$ 
 Distance from starting point: 
 $ d = \sqrt{(7-0)^2 + (2-0)^2} $ 
 $ d = \sqrt{49 + 4} $ 
 $ d = \sqrt{53} $ 
 $d=7.28$
