Solution

Productivity relation:

$Productivity = \dfrac{Effort}{Size}$

Given:

$Effort = 2000$ person-month
$Productivity = 5$ person-month per KLOC

So

$Size = \dfrac{Effort}{Productivity}$

$Size = \dfrac{2000}{5}$

$Size = 400$ KLOC
